Mr. Justice (R) zoor Hussain Sial, who has to his credit vast experience in education, judicial and legal profession, extending over a period of three decades, was administered oath of the office of “Ombudsman Punjab” on 26th January, 1997 by the Governor of the Punjab at Lahore.
Born on 25th March, 1931 in village Ali Khan Sial of district Jhang, Mr. Sial graduated from Government College, Jhang in 1953 and obtained Master’s degree in Philosophy from Islamia College, Lahore in 1955, and Law degree from University Law College, Lahore, in 1957.
Having acquired the above qualifications, Mr. Sial, initially, opted for teaching profession and taught Philosophy at Islamia College, Lahore and Government College, Sheikhupura. Thereafter, he decided to join legal profession and started legal practice in Lahore in 1963. He was enrolled as Advocate of Lahore High Court in 1965 and Advocate of the Supreme Court of Pakistan in 1970. He practiced and taught law for about ten years and during that period he was elected as Member, Punjab Bar Council.
He was elevated to the Bench and appointed as Judge of the Lahore High Court on 10th July, 1979.While on the Bench, Mr. Sial, retained his interest in education and was nominated as Member, Board of Intermediate and Secondary Education, Lahore, as also Member, Syndicate and Senate, University of Agriculture, Faisalabad. He was on the panel of L.L.M. Examiners of Punjab University, Lahore.He also worked as the Custodian of Evacuee Property, Punjab.
Mr. Sial, represented Lahore High Court and participated in the international seminar held on “Alternate Dispute Resolution” at Islamabad and Law conference in Milwaukee Wisconsin, U.S.A. He was twice appointed as Acting Chief Justice of Lahore High Court in 1992-93.
He was elevated and appointed as Judge of the Supreme Court of Pakistan on 26th May, 1993 and represented Pakistan in the Chief Justices’ SAARC Law Conference held in Nepal in 1995. He retired as Judge of the Supreme Court of Pakistan on 24th March, 1996.
Last year on the invitation of Swiss Government, Mr. Sial visited Switzerland from 1st March to 9th March 1998 and had useful meetings with Ombudsmen at Zurich and Bern, and Judges of the Supreme Court at Lausanne and Lucerne (Switzerland).
In May 1998, Justice Sial attended the Third Asian Ombudsman Conference, held in MACAU, and projected the image of Pakistan, besides gaining useful experience by exchanging views with Ombudsmen of Asian Countries.
